Middletown City Schools Treasurer/CFO

Randall R. Bertram is a highly accomplished Chief Financial Officer with over two decades of distinguished leadership in Ohio’s public education sector. He is recognized for his expertise in strategic fiscal management, operational leadership, and collaborative problem-solving, with a steadfast commitment to fostering financial stability and supporting educational excellence.

Currently serving as Treasurer/CFO for Middletown City School District, Randall manages a $91.9 million operating budget while working closely with the Superintendent, Board of Education, administrators, and staff. Over the past eleven years, he has successfully directed capital improvement projects totaling $96.4 million, including the full renovation of the district’s high school, construction of a new middle school, a quad baseball facility, and the addition of a state-of-the-art basketball arena.

Randy’s strategic financial initiatives have produced over $4 million in taxpayer savings through bond refinancing and expanded the district’s general fund balance from $385,000 on a $70.5 million budget in 2014 to over $30.2 million on a $79.7 million budget today. He developed and implemented a 20-mill floor strategy, securing sustainable local revenue and eliminating the need for operating levies for over a decade and into the foreseeable future. He also established a Permanent Improvement Fund—a first in Middletown’s history—to provide for ongoing building and equipment maintenance without depleting operational resources.

Under Randy’s leadership, Middletown City Schools has been nationally recognized for financial excellence, earning:

  • 10 consecutive years of the GFOA Certificate of Achievement for Excellence in Financial Reporting
  • 10 consecutive years of the ASBO Certificate of Excellence in Financial Reporting
  • Four Auditor of the State Awards with Distinction, a designation achieved by fewer than 5% of Ohio school districts annually

Prior to his tenure at Middletown, Randy served as Treasurer/CFO for Northwest Local School District in Cincinnati, where he managed a $100 million budget during a time of major state revenue reductions. He was instrumental in passing two critical operating levies, implementing a $6.4 million energy conservation project, and overseeing large-scale blended learning renovations, reducing expenditures by over $80 million during his 6-year tenure, and tripling the district’s cash reserves.

Randy’s earlier career includes successfully guiding Lebanon City Schools out of fiscal caution as Treasurer and serving in key financial leadership roles at Edgewood City, Hamilton City, and Xenia Community Schools, where he honed his skills in budgeting, strategic planning, and fiscal accountability.

He holds a Bachelor of Science degree in Business Management from Urbana University (GPA 3.90) and an Associate of Applied Science degree in Financial Management from Sinclair Community College (GPA 3.75). He is a licensed School Treasurer in the State of Ohio through 2030 and actively participates in the Ohio Association of School Business Officials.
