MCSD Earns Certificate of Excellence in Financial Reporting for 12th Consecutive Year

Middletown City School District has been awarded the prestigious Certificate of Excellence in Financial Reporting (COE) by the Association of School Business Officials International (ASBO). This recognition honors school districts that demonstrate the highest standards of financial reporting and transparency.

The district earned the Certificate of Excellence for its Annual Comprehensive Financial Report (ACFR) for the fiscal year ending June 30, 2025, marking the 12th consecutive year Middletown City Schools has received this distinction.

“This recognition speaks volumes about Randy’s leadership and the culture he has built within his team,” said Superintendent Deborah Houser. “His commitment to precision, transparency, and continuous improvement is evident in this achievement, and it’s clear that he empowers his staff to uphold the highest standards in financial reporting—all with the end goal of serving Middletown children.

“For Middletown City School District, this award represents far more than a technical accomplishment; it reflects our unwavering commitment to excellence, accountability, and stewardship of public resources. Being recognized at this level reinforces the trust our community places in us and highlights the professionalism and integrity that define our district. I’m so proud of Randy and his entire team. This is outstanding work and well-deserved recognition.”

The district’s finance department is led by Treasurer/CFO Randy Bertram, a veteran leader in Ohio school finance with more than 20 years of experience.

“Each member of our team brings a high level of expertise in their respective roles, and it is their training, attention to detail, and unwavering commitment to excellence that set us apart,” said Bertram. “What makes this especially meaningful is not just the individual talent, but the way our team works together collaboratively, consistently, and with a shared sense of purpose.”

Participation in the COE program highlights a school district’s dedication to financial accountability. Submitted ACFRs are rigorously reviewed by a panel of experienced financial professionals, who provide constructive feedback to further enhance the quality of future reports. Districts that meet the program’s stringent requirements are awarded the Certificate of Excellence—a distinction that also supports bond rating and continuing bond disclosure processes.

“For over half a century, ASBO International’s Certificate of Excellence in Financial Reporting has been the gold standard for promoting and recognizing excellence in financial transparency,” said Jim Rowan, CAE, SFO, Executive Director of ASBO International. “Clear and accurate financial reporting is crucial for engaging school communities and building their trust. Districts that earn the COE have demonstrated an extraordinary commitment to these principles.”
